Council member Sherman moved the ordinance and was seconded (the clerk recorded the motion and named Sherman as the mover and Raney as the seconder). Sherman told council the ordinance had been on the pending agenda for an extended period and said, based on prior experience negotiating with bargaining units, it is appropriate to bring final agreements before the council and into the public record. “This has been on our pending agenda for a long time,” Sherman said, describing the change as a useful addition to the code.
Other council members supported the measure as a transparency enhancement. One councilor said that while some negotiation points would remain appropriate for executive session, the final agreement should be public so the community and council are not surprised. The clerk confirmed the ordinance was being considered as a first reading and, if approved tonight, would be scheduled for a public hearing on second reading at the next meeting.
