Committee approves terms for Machine Plus expansion; developer agreement to go to council

The Finance Personnel Committee voted to approve terms for a phased sale and development agreement with Machine Plus, a local business seeking to expand in the West Business Park.

Staff (speaker S7) described a two-phase plan: phase 1 requires a small city-parcel acquisition (about 6,000207,000 square feet) for parking and turning movements; phase 2 would involve a larger acquisition (about an acre) for additional parking and a building expansion. Staff said phase 1 would add roughly $1.5 million in new assessed value to an existing $950,000 base, bringing total project value to about $2.5 million for that phase.

Proposed incentives include a project-cost reimbursement grant and a small assembly grant totaling about $142,000 for the initial work. Staff also proposed a land grant and a phase-2 incentive of roughly 75 percent of the increment generated by that phase; staff estimated the phase-2 increment incentive would total about $70,000 over the remaining life of the district if the project proceeds on the current timeline. When combined across both phases, staff presented cumulative incentives and site-assembly assistance of about $255,000.

The committee moved to approve the terms so staff and the city attorney can draft a formal developer's agreement for review by the developer and return it to council for final approval. The motion carried on a voice vote.

Next steps: attorneys for the city and the developer will draft the developer's agreement, negotiate terms and return the finalized contract to the council for authorization.
