Washington City Council approves $311,893.15 in year-end bills, ratifies EMT training contracts

At an adjourned meeting Dec. 26, 2024, the Washington City Council approved payment of $311,893.15 in 2024 year-end bills and ratified EMT training contracts for four students.
The council voted unanimously, with Council Members Mary Ann Crome, Terry Morse and Carolyn Pinnick recorded as voting in favor of the agenda items. Carolyn Pinnick moved to pay the year-end bills and Crome seconded; the motion carried. The council also ratified contracts enabling Lionel Saylor, Dayton Shockley, Kylee Riechers and Keith Myers to undertake EMT training and authorized the mayor and service director to sign associated Education Incentive grant documents.
Council accepted the resignation of Lawrence Winkler, a street, water and wastewater operator, effective Nov. 19, 2024. The body approved Resolution 2024-08 authorizing 2024 transfers and voted to close the URM fund at FNB Washington, transferring the fund balance of $539.25 to the general fund.
City Administrator Carl Chalfant reported that KDHE notified staff (via Logan Jones) that opacity testing for engines 9 and 10 passed for operation on both diesel and natural gas; written notice was provided Dec. 17. Chalfant said GPAC, Inc. performed asbestos testing on Old City Hall debris (Michael Chavanu) and found the second site negative for asbestos, allowing city staff to haul the debris using city equipment; removal was completed Dec. 18.
Chalfant added that the pool contractor has begun sandblasting the pool in preparation for painting and will address slide repairs, including the kiddie slide, and that Ohlsen’s completed storm sewer work between West 2nd and 3rd Street south of Crest Street; Blue Valley Sod has been notified to repair irrigation and lawn.
Carolyn Pinnick noted the town’s Christmas lights were “very nice.” The meeting was adjourned at 5:35 p.m.
