Airway Heights council tables much of the missing-middle package, approves grants, CTR plan and settlements

Consent agenda and grants: The council approved the consent agenda, including minutes and the purchase approval registry, and unanimously accepted a $50,000 Drinking Water State Revolving Fund consolidation grant to fund a feasibility study to extend city water service to West Prairie Village mobile home park. City Engineer Steve Flude said there was no city match for the grant and asked council to accept the funds.
Policy and ordinance actions: Council moved to table ordinance items G through BB (the bulk of the missing-middle/zone-consolidation package) for further deliberation; the motion passed unanimously. Several ordinance introductions (first readings) were presented (budget amendment ordinance C-1093 and salary ordinance C-1094) as informational first readings with no action requested.
CTR plan: Council unanimously approved adoption of the city's commute trip reduction (CTR) plan and agreed to transmit the plan to the relevant state agencies as complete.
Settlements: Following an executive session on litigation, council approved a release and settlement agreement for Kelly Justice (motion recorded as passing with five yeses and one abstention/exception) and approved a release and settlement agreement for Timothy Hall (recorded as 5 yes, 1 abstention). The chair recorded those tallies at the meeting close. The council adjourned at 8:18 p.m.
