Council approves contracts, licenses and permits; ball association outlines concession building plan
Summary
The council approved Appropriations Ordinance 2024-12, awarded the refuse contract to Parrack Trash Service, approved pool paint and several 2025 licenses, authorized an EMT class and internship agreement, and approved a conditional street closure request for Washington Speedway. The Ball Association presented funding plans for a new concession building; asbestos testing of the current building was underway.
At its Dec. 2 meeting the Washington City Council approved a slate of routine contracts and licenses, granted permission for an EMT training class, and considered a proposal for a new ball-field concession building.
Appropriations Ordinance 2024-12 was approved by motion. The council awarded the refuse service contract for 2025–2026 to Parrack Trash Service at $1,500 per year (motion by Morse, seconded by Pinnick). The council approved a base bid from Ashton Kate Sandblasting & Painting for pool painting in the amount of $31,875 and alternate #1 (diving board resurfacing) for $500; the work will be paid from the general fund swimming pool budget.
Licenses: the council approved 2025 cereal malt beverage licenses for Casey’s Retail Company, Leiszler Oil dba Short Stop #25, and Washington Bowl. It also approved 2025 refuse hauler licenses for Parrack Trash/Get Er Dumped, Jones Trash Service, Durflinger Disposal Service and Temps Disposal Service, Inc.
Training and agreements: Council granted permission to Caroline Scoville to hold an EMT class at the Emergency Services Building beginning January 2025 and approved a Field Internship Agreement & EMT Initial Training Contract between Scoville and the City; Service Director Leland S. Cook and Mayor Garett Edgar were authorized to sign the agreement.
Events and facilities: Jonathan Matlack of the Race Track Committee requested permission for Washington Speedway to close E Street for racing events in 2025; the council approved the request contingent on delivery of proof of liability insurance. Matlack described using temporary snow-fence fencing with people stationed at both ends so that EMS and fire could exit immediately; he said the road would close around 3 p.m. and reopen after the last race. Brandon Hubbard of the Washington Ball Association presented plans for a bathroom, concession and storage building; funding mentioned included a $70,000 gift from the Larry Davison Memorial to the City, $1,500 in donations, a planned T‑Mobile grant application up to $50,000, and a donation from the Washington Rotary Festival of Trees. Hubbard said he hoped to have plans and bid specifications ready for ad placement on Dec. 12, with a bid opening Dec. 27 and staff recommendation by Jan. 2, 2025, for council consideration at the Jan. 6, 2025 meeting.
The council also noted that asbestos testing of the current bathroom, concession and storage building was scheduled that week; staff reported all 50 samples from the first debris location tested negative and the second site was scheduled for testing the week of Nov. 25.
What’s next: staff will advertise and manage bids and return recommendations to the council as noted; the Speedway closure remains contingent on proof of insurance and the ball association expects to seek bids in late December.
