Acram said owner‑side water lateral replacement costs will be assessed 100% to property owners; property owners may pay in a lump sum or finance the charge over time with interest. Engineering presented estimated unit costs and explained that where the lateral can be directionally drilled the cost is lower than open‑cut installations.
No residents registered protests at the hearing; the commission voted to declare necessity and set a confirmation roll hearing for July 27. Staff noted bids have been received and that the project will make future roadway work easier to coordinate.
