Hampshire County Commission signs recovery proclamation, okays $3,530 window repairs and several personnel and budget measures

Hampshire County commissioners approved a slate of administrative items at their July meeting in Romney, including a proclamation recognizing National Recovery Month, a small repair contract for the Romney Rescue Squad and several personnel and budget moves.
The commission authorized three commissioners to sign a proclamation supporting the West Virginia Goes Purple recovery-awareness initiative; a representative from the Hope Dealer Project said the proclamation signals community support for people and families affected by substance use disorder. The commission voted to authorize signatures for the proclamation for September 2026.
On facilities: the commission approved a low bid of $3,530 from Window World to repair and replace windows at the Romney Rescue Squad building after rescue personnel described degraded and leaking windows. The county also discussed ongoing pigeon-droppings at the Judicial Center entrance and authorized the maintenance department to procure and install bird-abatement strips or hire a contractor within a pre-authorized budget.
On personnel and finance: the commission noted personnel changes in the tax office, approved a $50,000 transfer from the no-fee account to the fee account to cover payroll, granted roughly $1,200/year pay adjustments to maintenance and animal-shelter employees, and referred a separate animal-control compensation request to committee. Commissioners also approved exonerations, two budget revisions for the general fund (including elected-official salary changes effective July 1) and approved invoices as submitted.
Appointments: the commission reappointed multiple members to county boards (parks and recreation, farmland protection, development authority, planning commission seats and others). A motion to replace a planning commissioner with a new nominee failed; commissioners then voted to reappoint the incumbent Delaplane.
What’s next: Clerks and department heads will implement the approved maintenance and personnel changes; the commission expects further reporting on the bird-abatement installation and on the Hampshire Center lease-sale process, which staff said may resolve by late August or early autumn.
