Committee moves $2.04 million transfer to shore up Madera County GSA budget

The Madera County Groundwater Sustainability Agency committee recommended on July 14 that the board approve Transfer of Appropriations (TOA) number 25138, moving $2,044,703 within the GSA budget to cover a shortfall in the optrans out general fund account for fiscal year 2025–26.
Nayeli Chavez, senior analyst with the county’s Water and Natural Resources Department, presented the TOA and explained the transfer would move funds from the GSA administration contingency account into the optrans out general fund account so the budget balances for the fiscal year. "The purpose of the TOA is to move funds from one account to another account within a single budget to balance the county GSA budget," Chavez said.
No public comments or substantive committee questions were raised; the committee voted 2–0 to recommend the TOA to the board. Staff indicated they are available to answer further budgetary questions and will present the item to the board for final approval.
Context: the TOA was brought as an action item to address an internal shortfall; detailed budget backup and account names were provided during the presentation. The committee’s recommendation sends the transfer to the board of directors for formal action.
