Committee hears update on school building projects; MSBA vote planned, HVAC options include geothermal and tax-credit opportunities

Committee members updated the School Committee on school-building planning and MSBA timing on July 13. The Foster School projects remain on track for inclusion in a 2026 special town meeting (paperwork due at the end of August), and the high school roof and HVAC project is anticipated for presentation at the 2027 annual town meeting.
The school building committee is expected to vote Aug. 18 to advance the elementary roof project to the next MSBA phase. Preliminary costings were presented previously, and members said the building committee will present firmer numbers after its meeting the following night.
Three principal HVAC options were described: a geothermal system, a hybrid geothermal approach, and a non-geothermal retrofit ("like-for-like" boiler replacement or an "apples-to-apples" HVAC retrofit). Committee members said they would evaluate federal tax-credit opportunities available through the Inflation Reduction Act that could offset geothermal costs and substantially affect project economics.
No final funding decisions were made at the School Committee meeting; members said they expect contractors, MSBA guidance, and federal-credit analyses to inform the next phase of work. The committee will receive updates after the school building committee's next meeting and as MSBA steps progress.
