Applicant presents plans for 944 Milford Point Road; agency requests city-engineer review

The Milford Inland Wetlands Agency on July 15 received a full application from Kirsten Butler for an addition and deck at 944 Milford Point Road that includes work within 100 feet of a wetland in the Housatonic River watershed.

Mary Rose introduced the application and described key plan elements: silt fencing around the work area, a temporary stockpile with material to be trucked off-site, a stormwater gallery to capture downspouts and infiltrate runoff, and an addition located roughly 44 feet from the wetland. "The proposed work is closest work is about 13 and a half feet away from the wetland," Mary Rose said, referring to the stormwater gallery.

Kirsten Butler, the applicant, said access to the site would be from the street side and confirmed the deck is elevated with footings. Commissioner Scott Marlow asked whether the plans show a tracking pad or other measures where construction vehicles will access the site; Butler said the access details can be added to the plans and that the surveyor and contractor will coordinate on the best access point.

Commissioners requested existing and final topographic contours, clarification of the stormwater design for the MS4 program, and the city engineer’s review. Mary Rose said the city engineer had not yet had time to review the package but had been asked to do so and that staff will provide commissioners the engineer’s comments in time for the Aug. 5 meeting. No decision was taken on the application at the July 15 meeting.

The agency will revisit the application on Aug. 5 after the city-engineer review and any plan revisions requested by staff and commissioners.
