Airway Heights to send DEIS comments to Spokane County, seeks infrastructure analysis for proposed urban growth areas

The Airway Heights City Council authorized staff July 6 to send a comment letter to Spokane County on the county's draft environmental impact statement (DEIS) for its comprehensive-plan update.
Planning Director Heather Troutman told the council the county's DEIS examines alternatives, including a no-change alternative and proposed urban growth area (UGA) changes. Troutman said the city identified several areas it wants the county to study further, including an off-road-vehicle park area and property north of the city limits at Craig Road. She said the city proposes to retain one UGA south of US 2 because of an existing contract between the property owner, Spokane County and the city that contemplates future annexation.
Troutman told the council the letter will ask that the county be responsible for studying impacts to city infrastructure where UGAs abut the city, including traffic/transportation impacts to Craig and Hayford roads, congestion management along US 2, and impacts to the city's water system (the city said it is the only water purveyor in the area). She emphasized the DEIS comment period was time-sensitive: "the comments are due by Saturday of this week," and later clarified the deadline as Saturday the 11th.
Council approved forwarding the letter and authorizing the city manager or the planning director to sign it. Staff said the signed letter will be sent to the county by the end of the week.
What happens next: staff will finalize the DEIS comment letter incorporating the city's requested analyses and submit it to Spokane County by the published deadline.
