Council renews AVTEC facility-use agreement for parks programming with small rate increase

The Seward City Council approved Resolution 2026-061 on July 13, renewing a facility-use agreement with the Alaska Vocational Technical Center (AVTEC) so Parks & Recreation can continue programming at that facility through June 30, 2027.
City staff described the contract as a per-day rental that increases from $435 to $450. The administration proposed adding $12,000 to the current budgeted amount of roughly $130,000 to allow for additional days of operation (including expanding winter service to seven days a week) while preserving flexibility: the contract does not obligate the city to a minimum number of rental days and the city pays only for days AVTEC is used.
Council members asked for a clearer breakdown of Parks & Recreation costs, revenue and trends over the past five years; the city manager said that broader financial snapshots will be part of upcoming budget discussions. Staff said expanded hours could be accommodated with existing personnel in many cases, and that additional programming would be phased in and monitored for payroll and activity costs.
Council voted to approve the resolution unanimously. City staff said they will continue to monitor use, revenue and staffing and report back during the budget process.
