Council approves package of code updates, fees and contract awards; Spencer named city attorney

The Muskogee City Council approved a broad slate of items on July 13, including code updates, fee changes, airport project authorizations and several contract awards.

Council adopted Ordinance 4308a (first reading) to add section 54‑297 to the Muskogee Code, a misdemeanor for using an electronic communication device to post personally identifiable information about peace officers, public officials or crime victims; the council also voted to declare the ordinance an emergency so it can take effect immediately. Companion resolutions (3103 and 3102) were approved to update the schedule of fines and fees associated with offenses, and Ordinance 4318a was passed to align assault and battery penalties with recent state statutory changes.

Other code updates approved included Ordinance 4313a (fireworks storage/sale/use amendments to remove obsolete zoning classifications), Ordinance 4314a (authorizing code enforcement officers to issue citations and establishing municipal-court procedures), and Ordinance 4317a (removing a local handlebar-height requirement to mirror state law). Staff from the city attorney’s office recommended approval on the ordinances presented.

The council also approved a series of procurement and administrative items across city departments: a demolition contract awarded to 5 Star Demolition LLC at a bid of $3.08 per square foot (one bid received; Councilor Dan Hall recorded an abstention for family reasons), Sourcewell-priced purchase of a Kubota tractor ($119,015.18) for public works, and multiple board appointments and reappointments as listed on the agenda.

In a special-call session, the council approved a memorandum of understanding with International Association of Fire Fighters Local 57 to continue operating under the FY2025‑26 collective bargaining agreement while negotiations continue for FY2026‑27.

Finally, following an executive session under Title 25 §307(B)(1) on a personnel matter, the council voted to remove the interim designation and appoint Carrie Spencer as city attorney. The motion passed by roll call with two No votes recorded.
