County staff reviews South River staffed collection center; VDOT requests entrance changes

Rockbridge County staff presented a site plan March 11 for a staffed South River collection center on Old Buena Vista Road. The county owns the proposed site (tax map 77‑4‑5c, about 24.971 acres); staff said the new staffed center would replace four unstaffed collection locations.
David Muir, introduced by staff as the director of the collection center, said the site plan is complete but that VDOT requested entrance revisions and engineers are adjusting stormwater and entrance designs. "They required us to do some changes to the entrance," he said, adding that the changes will not alter the layout of the center but will adjust how stormwater and access are handled.
Staff and commissioners generally expressed confidence in the design and asked staff to review the revised package when consultants provide updated entrance and stormwater drawings. Staff said the center’s intent is to consolidate unstaffed green‑box sites into a staffed facility and that current hours for staffed centers are Monday–Saturday 7 a.m.–6 p.m. and Sunday 1–6 p.m.
What’s next: consultants will submit revised entrance/stormwater plans for staff review and any required permits before construction moves forward.
