Select Board approves contract extension, appointments and a slate of budget transfers

The Halifax Select Board took multiple procedural and fiscal actions on July 14, approving a Chapter 90 contract extension, several appointments, a range of line-item transfers and other routine permits.
Chapter 90 contract: The board authorized the chair to execute a standard contract amendment extending the town’s Chapter 90 agreement with MassDOT through June 30, 2037. Town staff said the amendment extends the contract term but does not change the town’s Chapter 90 contract number or its eligibility for Chapter 90 roadway funding.
Appointments and personnel items: The board appointed Peter Burgess and Scott Materna as assistant wiring inspectors for one-year terms (to 06/30/2027), noting a prior ethics disclosure regarding the backup inspector; Michael Brogan (building commissioner) was appointed fence viewer under M.G.L. chapter 49 with a term expiring 06/30/2027. The board also recognized Police Officer Daniel Shaheen’s resignation (effective July 19) and approved drafting a letter of thanks.
Permits: The board approved a trench/road-opening permit at 46 Ocean Avenue to allow Eversource to replace a service line (police detail required); it also approved a live-entertainment permit for a private wedding on Aug. 15 at 18 Cherry Street, with approvals from police, fire and board of health noted.
Budget housekeeping: The board approved a lengthy set of FY line-item transfers across multiple departments — transfers from COA clerical wages to town hall electricity, treasurer/collector clerical operations, legal counsel; transfers to gas and oil and heating oil accounts; movement of streetlight electricity to highway barn maintenance electricity; small IT and police transfers; and library and custodian reallocations to cover supplies and building repairs. The board cited vacancies, unanticipated overtime, increased utility costs and public-records-related legal review as reasons for the transfers.
Votes: Most motions were seconded and passed unanimously (recorded as 3–0 where a tally was stated).
