City planning staff described a proposed retracement plat at 350 23rd Avenue East in the North Pond at The Preserve 15th edition that would reconfigure three lots into five to improve design and marketability. Lisa said a preliminary site plan shows two existing medical office buildings on the north side of the development and that access currently relies on two private drives with private utilities.
Staff recommended approval provided an assigned subdivision improvement agreement is received before final plat approval and noted a need for additional right of way along 23rd Avenue East to accommodate future monument signs and public utility easements. Lisa said an encroachment agreement will be needed to document existing signage and maintenance responsibilities between property owners and the city.
No public comments were received on the item. A commissioner moved to approve the proposed subdivision with the listed conditions; the motion was seconded and passed on a roll-call vote.
Next steps: staff will require the subdivision improvement agreement and finalize encroachment/right-of-way arrangements prior to recording the final plat.
