Board places three policies on first reading and waives second reading so statutory changes take effect before school year

The Board received a policy committee update from Chair Mr. Thielen and approved first reading of three policy changes required or prompted by statute: Policy 5008 (student attendance referral provisions), Policy 5102 (eligibility for extracurricular activities governed by external associations), and Policy 5402 (child abuse and neglect reporting and student transfer/disenrollment procedures).

Mr. Thielen said Policy 5008 includes a statutory requirement that the district may refer students with more than 20 days of excused absences to the county attorney but also allows parents to request excuse of specific absences with medical documentation. He described Policy 5102 as an alignment to credits required by national or state organizations that govern certain extracurricular activities. On Policy 5402 he explained the change provides a procedure when a child-abuse investigation is ongoing and requires notifying the Nebraska Department of Health and Human Services (DHHS) in certain circumstances.

A board member asked why Policy 5402 specifies a 14-day outside limit before disenrollment; Thielen replied the 14 days functions as an outside maximum if DHHS does not provide earlier direction. After committee presentation and brief questions, the board voted to waive the second reading so the policies can take effect as required by statute.

Outcome: first readings approved and the board waived the second reading of Policies 5008, 5102 and 5402 to meet statutory timing requirements.
