Council members heard a first reading of ordinance 20-26-20 to annex a roughly 13.16-acre parcel on Lathan Road for office/institutional zoning and a commercial future land‑use designation to accommodate a charter school operation.
Steve Hubert, representing Hubert Development and Contracting, said the project would host Libertas Academies (a Tutelage‑affiliated K–8 classical education model), serve approximately 1,000 students with about 55 teachers, and include a two‑story, brick‑faced building with a 12,000‑square‑foot gymnasium. Hubert said the developer plans to break ground in September and deliver the school the following July and that the school would be a public charterschool funded through municipal bond financing once enrollment thresholds are met.
Councilmembers asked how the school would affect city emergency services and whether the site is contiguous to the city. Hubert said the building will be fully sprinklered and that the state will provide a school resource officer at the campus; staff confirmed the parcel is contiguous to city limits and that the developer will extend utilities, including a regional sewer pump station and a 6‑inch water main, to enable the project and open sewer capacity for nearby parcels.
The council did not take a final vote; the annexation was presented at first reading with additional confirmations (student count and final site details) promised before the next meeting.
