The Cambria Community Services District board unanimously voted to reject the lone informal bid for the Santa Rosa Well 4 access-road and sewer-improvement project and directed staff to rebid the project through a formal competitive process.
Staff said the informal bid received was $338,000, which exceeded the informal-bidding threshold and the district's budgeted construction estimate; because only one bid was received, staff recommended rejecting the informal submission and publishing a formal solicitation to attract a larger pool of contractors. Counsel confirmed a formal bid process typically draws more bidders because it is published to a broader base.
Director Thomas moved to reject the bid and authorize formal rebidding on the grounds that the bid exceeded statutory limits for informal procedures; Director Scott seconded the motion. The roll call vote was unanimous in favor. Staff said a formal rebid will proceed and any budget adjustments required by final bids will be reported to the board when bids are returned.
The board then adjourned to closed session for a labor negotiators conference under state law.
