County approves minutes and a package of transfers and appropriations including clerk overtime, surveyor funding and budget consulting

At its July meeting the Vermillion County Council approved minutes, several transfers and multiple additional appropriations — clerk overtime ($3,000), EOC water/sewage ($1,100), surveyor fees and equipment ($1,199, $450, $2,600), redevelopment transfers and a $25,000 health grant reappropriation — and authorized a $13,500 budget consulting contract.
The Vermillion County Council took a series of routine actions on minutes, transfers and appropriations at its July 2026 meeting.
The council approved the meeting minutes from June 8, 2026 with an insertion clarifying an appropriation for an interpreter in section 7 (motion moved by Mrs. Furry, seconded by Mr. Costello). The council also approved multiple fund transfers, including $7,600 shifted from principal to interest payments for public safety bond interest and a $35,725.86 transfer to the ARM/mortgage drainage fund to cover additional engineering work.
Additional appropriations approved by voice vote included: $3,000 for clerk overtime (general fund), $1,100 for water and sewage at the EOC, $1,199 (surveyors' SimpliFile annual fee), $450 for surveyor office supplies, and $2,600 for surveyor equipment/maintenance. The redevelopment commission’s request to transfer $20,000 from capital outlays to utility lines (internet, electric, gas, water and grounds) was approved, and the council reappropriated a $25,000 BIPOC grant for the county health department.
The council also approved a $13,500 budget control/consulting contract with Coxford and Gamble Sullivan LLP to support upcoming budget work required by the state and changes in the Gateway budget software. Each of the above items was moved, seconded and adopted by voice vote as recorded in the transcript.
These approvals will be reflected in departmental budgets; several items (notably the surveyor SimpliFile costs and the EOC water/sewage line) included brief council requests for supporting documentation and clarification of accounting lines.
