The Village Council on July 13 authorized the village administrator to open negotiations toward a contract amendment that would add a health reimbursement arrangement (HRA) offering to the village's existing employee insurance options.
Staff said the previous HRA dropped off the official offering and was managed informally; reinstatement requires a negotiated amendment to the collective bargaining agreements with employee groups (presented as an amendment so existing contract language is preserved). Counsel advised that an amendment is preferable to fully reopening contracts.
Trustees asked that staff coordinate early with Bingham Farms, the village's partner in shared services, since cost-sharing and budget implications could affect that interlocal arrangement. Staff said they will ask benefits broker Corporate Benefit Solutions to draft an HRA option for review with unions and that any negotiated amendment will require council approval before adoption.
Why it matters: Changes to employee benefits can affect personnel costs, shared-service partner obligations and the municipal budget. Council emphasized limited, targeted negotiations (an amendment) to avoid reopening broader collective-bargaining agreements.
Next steps: Staff will draft an HRA plan option, confer with the unions and report back to council for final approval of any amendment.
