Franklin council approves $50K cloud transition for municipal software

"This is the first community that I've seen that the proposal is not six figures to transition to the cloud," the finance liaison said while outlining the estimate and training assumptions; staff said the vendor estimated a yearlong implementation window and an annual licensing fee in the range of $18,000 for recurring services.
Council questions focused on whether the tax module would be included, how payroll processing would change, the scope of on-site training, and whether license fees could rise after year one. Staff replied that the payroll module would replace an outside ADP contract and that the tax module is included as an option in the vendor proposal; they recommended negotiating firm multi-year terms in the agreement.
The motion to approve the contract and the prepared resolution carried after trustees confirmed the council intended to approve the resolution language included in the meeting packet. Staff said they would return with a more detailed implementation schedule and cost breakout as the vendor finalizes timelines.
