Keene — The Keene City Council approved two construction contracts during a budget workshop, voting to award $1,174,884.34 to McMahon Contracting LP for improvements to County Road 317 and $138,000 to A and M Construction and Utilities Inc. for a 10‑inch sewer relocation.
Staff told the council the County Road 317 project, funded in part by proceeds from a recent industrial‑park land sale plus a previously budgeted $250,000 for drainage, will rebuild the roadway from Highway 67 past the Beal Baptist Church. Don, a city staff member who presented the item, said the work will create a 30‑foot‑wide concrete road with curb and gutter, new drainage and about 700 feet of acceleration and deceleration lanes where the road meets Highway 67.
"Once we get the approval from you, I'll let our engineers know. It'll probably take them a couple of weeks to prepare the contract documents," Don said; construction start was estimated at roughly three to four weeks after contract execution, with a target duration of about five to six months.
After the presentation, a councilmember moved to approve resolution No. 2026‑502 awarding the County Road 317 contract to McMahon Contracting LP; another councilmember seconded the motion and the council carried it.
On the sewer work, staff explained that a main sewer line running behind about 13 lots backs up to a football field and feeds the city wastewater plant. The city obtained an easement from the school district to relocate the line 10 feet south and remove it from backyards to allow those 13 lots to be developed. Don said the city budgeted $100,000 previously for the project and identified a remaining estimated cost of $138,000.
A councilmember moved, another seconded, and the council voted to award the sewer relocation contract to A and M Construction and Utilities Inc.; the motion carried.
The votes were taken by voice during the workshop; no roll‑call tallies were read aloud in the meeting record. Minutes and the formal resolution language will supply the official vote record.
What comes next: staff said they will finalize contract documents, hold preconstruction meetings with contractors and return to council with schedule updates and any required contract signatures.
