School administrator: Countywide active-shooter drill to take place Oct. 31; public will be notified

A school staff member leading district safety planning said the Waterloo Local district will host a large-scale active-shooter drill on Oct. 31 in coordination with Orange County EMA, the sheriff’s office and multiple municipal police departments.
"On October 31, we're going to host ... an active shooter drill," the staff member said, adding that the Ohio Department of Natural Resources and other outside agencies will participate. The administrator said the exercise is intended to simulate a full response and to align procedures across the county.
The district will not hold students on that drill day and will release advance notices so families and the public know the exercise is not an actual emergency, the administrator said. The district also plans to use the event to practice mutual-aid responses — for example, to ensure neighboring schools can support each other in a real incident.
Why it matters: County-coordinated drills are meant to test communications and response protocols among schools, fire, law enforcement and emergency management officials. District officials said the scale of the exercise — and the participation of county and state partners — is larger than routine lockdown drills.
District officials also said they will follow up with press releases and guidance about the drill, and that staff will hold related training during a professional-development day, including sessions on special-education documentation procedures.
The administrator said the district has participated in other county exercises and will share after-action feedback as appropriate.
