Seldovia manager reports progress on Jackloff Bay NEPA, raw water line, Main Street projects and other infrastructure work

City Manager Heidi briefed the council on a suite of infrastructure and operations projects during the March 23 meeting, reporting progress on environmental review, procurement and project sequencing for several capital items.

NEPA and procurement: Heidi said the city received a letter of concurrence and completed the NEPA review for Jackloff Bay dock-related work; staff are finishing contract negotiations and expect a draft RFP to circulate for council approval soon. She asked council to consider allowing staff to issue the RFP and bring final approval at the April 13 meeting if the document is ready before then.

Raw water and Main Street: An easement for a raw water transmission-line replacement was signed after council approval; the city awaits signatures from the University of Alaska on related documents. Heidi said DOT has increased the scope and permitting requirements for the Main Street North stormwater improvements, making that segment more complex and costly; as a result staff plan to procure materials for Main Street South where work can proceed without DOT coordination.

Other projects: Heidi reported upcoming work on a fuel-facility contract, water-and-wastewater alternatives memoranda (BSW project), plans to repair or replace a temporary SVFD radio repeater, an upcoming ATS cybersecurity follow-up visit, and discussions with ocean-observing partners about installing a monitoring camera on the city dock. She also noted a water-meter pilot to recruit volunteer meter hosts, senior meals equipment needs, and an upcoming volunteer fire department membership meeting.

What happens next: Staff will follow up on RFP timing, finalize contract documents, pursue grant opportunities for boardwalk and housing assessment projects, and return to council with procurement documents and budget adjustments as needed.
