City seeks to convert legacy outdoor‑dining approvals into unified downtown program

"This program was initially established in 2024," Samantha Bailey, the staff presenter, told the committee, summarizing outreach and conversion work. Staff are preparing site plans and an ordinance amendment to the Davis Municipal Code to clarify application steps, license agreements and annual renewals. Bailey said planning commissioners offered feedback on design standards and timeliness at a July 8 hearing; a recording is posted on the city's website.
Staff asked the committee to note a proposed Dec. 15 deadline for business conversions if city council approves the amendments. Committee members stressed the importance of a streamlined, predictable process so businesses can comply without lengthy delays.
City staff and the Chamber said they will work to help businesses convert earlier approvals into the new program and to provide clear guidance on when building permits are required; staff noted some existing outdoor structures may meet California Building Code definitions of 'structure' and thus require additional building permits.
No formal vote was taken. Staff signaled plans to bring the amendments to city council in August if the schedule holds.
