Several participants described a structure used by neighboring counties where a larger county is named as the public‑health director for medical oversight and smaller counties contract for administrative services or specific programs. A staff presenter noted such a “master IGA” approach can include ancillary agreements for specific programs (for example WIC or septic oversight) to tailor services.
Commissioners also discussed state credential requirements for a public‑health director and the routine use of waivers in rural counties. One staff member recommended hiring a director contingent on the state granting a waiver if the chosen candidate did not strictly meet formal educational or licensure requirements, saying that the waiver process was used previously and could be straightforward.
Participants flagged liability and oversight questions (who would be the named director in medical emergencies and who would oversee billing and program administration) and suggested further workshops to refine an IGA, scope of services and contingency plans for medical oversight.
What’s next: the board asked staff to workshop options with potential partner counties, to return recommended IGA language and to clarify which programs (for example immunizations, WIC, septic oversight) Montezuma County or another partner would operate under any proposed agreement.
