Board approves MOUs, contracts and routine fiscal items; several policy items and bids pass

The Preston County Board of Education approved a set of administrative agreements, policies and purchases during its July 13, 2026 meeting and deferred a major supplemental salary‑scale vote for further revision.
The board voted 4–0 with one abstention to approve a memorandum of understanding with Preston Federal Credit Union covering temporary relocation and contingency planning; superintendent Martin disclosed he serves on the credit union board. The board also approved an MOU with West Virginia University on clinical placements and student‑teacher arrangements, 5–0.
The board adopted revisions to policy 1‑7 (board officers, elections, duties and annual self‑assessments) and policy r8‑39‑9 (retired teachers serving as substitutes in critical‑need areas) on second read; both passed 5–0. Several routine financial items also passed: the board approved purchase order #2601926 for boiler removal and installation, and it approved both schedules of checks (files 91–93) after staff answered members’ questions about items such as camera installations and an entry phone at the vocational building known as “The Rock.”
Procurement actions included awarding the district’s fuel contract to Stuck Enterprises and a tire contract to Glotfelte Enterprises for the 2026–27 academic year; both votes were unanimous. Administration noted the fuel solicitation produced only one bid; the tire vendor’s price provisions said costs may be subject to change with market conditions.
Superintendent Martin said the board would not act tonight on the proposed 2026–27 supplemental salary scale after members raised multiple technical and equity concerns; he will return a corrected document at a future meeting.
What’s next: The board scheduled a student retention hearing and the next regular meeting for July 24, when revised items including the supplement scale and the WVU Extension MOU may reappear.
