Council debates lease language after political gathering in leased town space

Councillors questioned whether the town’s lease language needs revision after a private post-parade gathering held in leased downstairs space raised questions about subleasing and political activity.

Council members said they were not notified in advance that a private group planned a post-parade gathering in the tenant’s leased space and that unsecured doors and a hydration station had been left in public areas. “We basically had people obligating the town resources without the approval of town,” one member said, urging clearer administrative controls on volunteers and use of public facilities.

Staff and council debated whether the lease permits the tenant (identified as a nonprofit occupying town-leased space) to rent the theater or meeting rooms to outside groups for activities “in pursuit of its mission.” One council member observed the lease language is ambiguous about subleasing and recommended negotiating a lease amendment to clarify permitted uses and approval processes.

Others cautioned that public spaces can host political events and recommended narrowly tailored rules that address solicitation, signage and crowd management without banning political speech. “A public space can be usable for anybody,” a councilor said, urging rules that preserve equal access while avoiding the appearance of town endorsement.

Council directed staff to review the lease, prepare language clarifying sublease and event-notification requirements, and bring a draft amendment back for council consideration. No formal motion or vote was taken at this meeting.
