State parks superintendent reports ILMA progress, reorganization and site upgrades

State Parks Superintendent Hans Regeir updated the Kachemak Bay advisory board on operations, permitting and initiatives during the Oct. 9 meeting.
Regeir told the board the interagency land-management agreement (ILMA) for lands on East End Road is being processed and that he expects documentation to be complete by late fall; while management authority will not be finalized by the end of the month, State Lands has prepared a letter to accompany an RTP grant application that the grants administrator deemed suitable for submission.
He described a reorganization within State Parks that separates field operations from law enforcement, scheduled to take effect in the first part of November, and said the change should not substantially alter local contacts: “Functionally…we'll still see the same faces here just a little bit,” he said.
Regeir also said a vault-toilet site plan was completed this past summer, with installation slated for next summer pending construction logistics, and that commercial-use and special-use permit lists are being shared with the board to clarify what permit types are issued on state-park lands. On carbon credits he described that several large tracts have been enrolled in forest-carbon projects, some sold on California exchanges, and offered to provide a contact (Trevor Fulton) to the board for further follow-up.
On old business he summarized a pending personal-watercraft court case: a lower court had ruled to exclude jetskis in parts of the park, the state appealed, and the state supreme court has posed additional questions to the parties; because the ruling has not been published, enforcement remains unclear.
Next steps: Hans will provide the board with the commercial-use permit list and the contact for the state carbon program coordinator; he will also circulate status updates on the ILMA and the vault-toilet project.
