Calistoga council approves roughly $503,000 purchase of modular office for City Hall operations; vice mayor objects

Calistoga’s City Council voted July 14 to authorize the City Manager to execute a purchase order for a new modular office unit behind City Hall to consolidate planning and building staff and free up meeting space in City Hall. The roll-call vote was 4‑1, with Vice Mayor Gift dissenting.
Deputy City Manager Stepp said staff identified a roughly 1,000-square-foot modular unit and estimated the total project cost at approximately $503,000; identified funding includes the city’s administrative impact fund and CIRA grant dollars. Staff said the modular would be new, have an estimated 20–30 year lifespan, include one restroom and a small kitchenette, and would require utility work and some parking loss (approximately six to seven spaces behind City Hall).
Planning Director Desmond and building-staff representatives said they evaluated the rec modular in use at the Parks & Rec site and found staff reactions favorable. Council members asked staff to explore the option of a used unit for price comparison, to consider exterior aesthetics so the unit fits with City Hall, and to limit use of one-time CIRA funds where feasible. The deputy city manager and the planning director said the jail structure next to City Hall would be preserved for storage.
Mayor Williams moved and Council member Cooper seconded the resolution authorizing the modular purchase; the motion passed on roll call with Vice Mayor Gift voting no. The purchase order authority directs the city manager to execute procurement consistent with the staff report and obtain competitive quotes where required by procurement thresholds.
