After taking final action on the contested tentative parcel map in Carmichael, the Sacramento County Planning Commission moved through two noncontested items and administrative business on July 13.
Item 1 (PLMP2025-001003610) concerned a use permit, special development permit and design review for an existing deck and related structure at 3610 Kiki Bush Court. Irving Huerta, associate planner and project manager, explained the structure is existing; the current owners, Greg Millan and his wife (purchasers in 2023), presented engineering and geotechnical work intended to retain the structure and address related building permits and a code‑enforcement case. Commissioner Rockenstein moved to approve the permits; the commission voted unanimously (all present voted yes) to grant the entitlements.
Item 2 was a countywide zoning‑code amendment and associated design‑guideline update clarifying the role of the Design Review Administrator (DRA) and the Design Review Advisory Committee (DRAC). Planning Director Todd Smith said the change streamlines project review by giving the DRA clearer authority while preserving DRAC as a consultative resource for conflicts. The commission voted to forward the amendment to the Board of Supervisors with a recommendation.
Planning Director Smith reported that the commission’s second July meeting will be canceled and previewed two August items: zoning‑code amendment packages and a workshop on draft housing and infill zoning changes and an ADU‑ordinance update. The commission adjourned at 7:34 p.m.
Community members with an interest in land‑use permits, shoreline/parkway encroachments and design‑review procedures may follow up with Planning Environmental Review for attachments to tonight’s staff reports or the clerk’s office for copies of recorded conditions.
