Carpinteria ' The City Council unanimously approved a one-year waiver of rental and associated staffing fees for the Lions Club to host two blood drives at Veterans Memorial Hall and a third event using a blood-mobile in a city parking lot.
City staff explained the operational implications and noted Saturdays can displace regular rentals such as the morning jazzercise class. The Lions Club revised its original request to two in-hall events and one parking-lot blood-mobile event to reduce scheduling conflicts; staff sought council direction because the master fee schedule does not prescribe fee waivers.
Council members discussed fairness to other nonprofits, the reduced nonprofit rental rate that already exists, and the public-health value of hosting blood drives. One council member said the Lions Club "has no profit coming in from this" and noted the events could serve between 200 and 400 people. The council settled on a one-year pilot to allow review of impacts and to collect data for a possible future policy framework.
Council asked staff to finalize terms (including scheduling to avoid the jazzercise class) and indicated support for allowing the city logo on promotional materials as part of the partnership. The motion passed unanimously.
