Council approves license with Hooper Irrigation for culvert installation on 1800 South

The West Haven City Council unanimously approved resolution 27-2026, authorizing a license agreement with Hooper Irrigation Company to install enlarged box culverts on the Hooper Canal in connection with the proposed 1800 South to 2100 South connector road.
Edward McNeal, speaking for staff, described the item as similar to prior license agreements used for road projects and said the culvert enlargement is being designed for long-term use. "What we have tonight before you is a license agreement that you've probably seen in the past for other road projects," McNeal said. He added the culvert work is a necessary step for the planned widening and connector road, and that full improvements to 1800 South will follow as a separate project.
Council members asked whether sidewalks or other improvements were included; staff clarified the current item covers the irrigation-license portion only, while broader roadway and sidewalk improvements are budgeted separately. After brief questions, a council member moved to adopt the resolution and the motion carried on roll call.
Staff indicated the license agreement is intended to be a formality to secure Hooper Irrigation's permission for the culvert work so construction can proceed once final designs and related funding are in place.
