Staff explained Volunteer Park is a new playground in the Waterview Heights subdivision; the bid recommended by staff used turf rather than poured-in-place surfacing and was presented as a practical option given durability concerns with several recent poured-in-place installations. “The top layer will essentially look like astroturf,” Marty said, adding that several communities report positive long-term experience with turf playground surfaces.
Commissioners asked about warranty length, comparative lifespan, and whether turf had been used successfully elsewhere; staff said warranties vary and that some older poured-in-place sites have failed earlier than expected. The board approved the Perfect Turf bid by voice vote after a motion to accept bid number one.
On Kearney Park staff recommended denying the single tile bid because the product did not match the planned specifications. The board voted to deny the bid and rebid the work with scope changes to allow turf or poured-in-place surfacing, acknowledging that if poured-in-place were selected the work might not occur until spring 2027 because of temperature constraints.
On the Perkowski Boat Launch request, the board approved allowing walleyes to use the site for a shoreline-improvement project that will deliver large quantities of gravel; staff said an MOU will be required and any damage to roads or launch infrastructure would be the responsibility of the project sponsor.
