Commissioner describes blocked disability parking; Human Rights Commission forms ad hoc subcommittee

Commissioner Malachi Strong told the Palm Springs Human Rights Commission that in the past three to six months he has repeatedly found disability parking spaces blocked near his apartment and local businesses, sometimes leaving him unable to safely exit by himself.

"People are parking in the blue lines," Strong said. "It takes away personally my independence... I couldn't leave because they had blocked all the ways for me to get out." He described delays in police response and the emotional toll of repeatedly being prevented from leaving his home.

Commissioners discussed enforcement jurisdiction and remedies. Council member Garner and other commissioners said parking enforcement falls under the police department and that code enforcement or police can be dispatched when incidents are reported. Chair Hugo Loyola noted the city's My Palm Springs app and encouraged using it to report local issues; other commissioners recommended targeted education for property managers and business owners and questioned whether the city provides enough accessible stalls and proper striped access aisles.

The commission agreed to form an ad hoc subcommittee to develop recommendations for outreach, enforcement touch points and potential city actions. Commissioner Strong agreed to lead the subcommittee; commissioners Greer, Robles and Lily volunteered to join. The subcommittee will coordinate with staff and the communications team on educational materials and may request police and code‑enforcement data to inform recommendations.

The commission did not take immediate enforcement action at the meeting but directed staff to provide data and to place subcommittee progress on the September agenda.
