The Hyde Park Planning Board on July 15 reaffirmed prior environmental findings for the Bellfield PUD and voted to refer Phase 4 to the Dutchess County Department of Planning and Development for review as the project proceeds through a series of site‑plan and subdivision steps.
Larry Boudreaux and the Bellfield project team presented materials and schedules for Phase 4 (condos, townhomes and supporting infrastructure). The presentation covered construction access options (including the possible continued use of West Dorsey with bond conditions), sidewalks vs. trail decisions carried over from earlier phases, fire‑department comments, EV station provisions, ADA access questions and a certificate of occupancy/phasing plan that ties landscaping and paving to issuance of COs.
Planning staff parsed a set of requested waivers related to the subdivision plat: showing proposed topography and proposed off‑site topography within 200 feet, the location/size of utilities within 200 feet, some recreation/landscape details on the plat (to be shown instead on site plans), trees over 18 inches and rock outcrops, suggested building locations, and covenants/deed requirements. The board generally agreed most waivers were acceptable for this phased submission but declined to waive the requirement to provide covenants/deed information.
The board read and adopted a resolution reaffirming prior SEQR findings and directing the town secretary to refer the project to the county planning department (Resolution 2025‑29A). The board also set public hearings for August 5 on both the Phase 4 site and the preliminary subdivision plat, and asked the applicant to provide easement documentation and county approvals needed for curb cuts.
Separately, the board granted a retroactive two‑90‑day extension (to 12/17/2026) for conditions of site‑plan approval related to the Sterling apartments (Phase 2B), pending final sign‑offs from DOH and the water authority; that extension was approved unanimously (Resolution 2025‑54D).
