The Monterey Planning Commission voted to approve an application to renovate the vacant Casa Verde Inn at 2101 North Fremont Street, converting the former Caruso’s Corner restaurant into a guest services area and adding one guest room to increase the motel from 18 to 19 guest rooms.
Principal Planner Fernando Roveri summarized the proposal: the project would retain the existing one‑story form, add approximately 143 square feet to enlarge one unit, refurbish exterior finishes, rework the parking lot and landscaping, and limit the breakfast service to registered guests. Staff recommended approval with conditions including 24‑hour on‑site staffing, daily housekeeping, off‑site laundry, and a guest‑only continental breakfast.
Applicant Henry Runke of Waldron Dost Architects said the new owners studied a previously approved larger redevelopment and concluded it was not financially feasible; instead they proposed an adaptive‑reuse boutique hotel. “When the new owners purchased the property, they did take a look at the prior approvals... it was just going to be too expensive to develop,” Runke said, adding the redesign aims to improve guest experience and reduce noise impacts by reorienting rooms and screening the parking area.
Commissioners questioned trash enclosure triggers, circulation and parking; staff noted the development‑review committee found the current configuration met code and that 23 parking spaces are provided for 19 guest rooms. The applicant and staff discussed amending a condition that had limited continental breakfast to prepackaged foods; the commission voted to remove the prepackaged‑only language to allow limited cooked items during breakfast hours while keeping the breakfast restricted to registered guests.
A motion to approve the architectural review permit (ARP 260027) and use permit (UP 260097) passed on roll call with all participating commissioners voting yes. The decision is appealable to the City Council within 10 days.
