Library renews social-work contract and Hoopla digital content access

Jonathan Furr, assistant director of the High Point Public Library, asked the committee to approve two library service contracts. First, he recommended continuing a social-work support contract with Caring Services for $147,488.54 for the fiscal year; staff said the library’s licensed social worker and certified peer support specialist interacted with more than 700 individuals between July 2025 and June 2026, helping with housing, employment and benefit access, and providing support to library staff.
Furr also recommended a new three-year contract with Midwest Tape LLC to continue access to the Hoopla streaming/digital content platform. The proposed agreement was not to exceed $246,000 over three years ($82,000 per year). Furr noted Hoopla circulation increased 82% and patron use rose 47% during the previous contract period; staff recommended renewal and funds were available in the FY27 budget.
Committee members asked about contract exhibits and scope details; staff said the packet included a standard contract and that Exhibit A (scope of services) would be finalized before execution. Both items were approved.
