City ratifies pressing-need hauling contract as East Side UV project nears completion

Allison Craft, water resources director, described two related items tied to wastewater operations. First, she presented Amendment No. 2 to the Hazen agreement for construction administration and inspection services on the East Side Wastewater Treatment Plant UV replacement; the UV project is approximately 90% complete and the amendment adds about $186,270, increasing Hazen’s contract from $1,281,000 to $1,467,270. Craft noted long lead times for equipment and construction challenges that prompted the amendment, and she said full completion with the punch list is currently scheduled for Sept. 4.
Second, Craft explained the city’s incinerator is down for an indefinite period. To continue treatment and composting of biosolids, staff requested ratification of a pressing-need agreement with McGill Environmental Services to haul and compost the material from July 1 through about September. Craft estimated the cost at about $227,000 per month for three months (total $682,008). She said an RFQ for a long-term hauling contract is in progress but the pressing-need agreement is necessary to avoid shutting down operations.
The committee approved the amendment to the Hazen contract and ratified the McGill pressing-need hauling agreement.
