Electric utilities close AMI contract with tariff change order, award tree-trimming bid

Tyler Barrier, the city’s electric utilities director, told the committee the Advanced Metering Infrastructure contract with vendor Tantalus is being closed and the department is requesting a final change order for $102,198.12 to cover tariffs assessed because the vendor is Canadian. Barrier said Tantalus initially covered part of the tariff but later stopped; the city absorbed roughly a 10% tariff. He added that Tantalus is applying for tariff refunds and, if refunds are received, there is a possibility the city could be reimbursed, but the city is not relying on that outcome as it closes the contract.
Barrier also presented a new annual approach to tree trimming for the electric system. The department solicited per-circuit bids for trimming roughly 450 miles of overhead transmission/distribution; six bidders qualified and the recommendation was to award to Aspen with a contract figure discussed at about $1,750,000. Barrier described public outreach measures including printed door hangers, a contractor phone number on the notice, and reverse call/text alerts to notify residents before crews enter neighborhoods.
The committee approved the AMI change order and the tree-trimming contract by motion.
