Romeoville planning staff reviews Core Development concept for former PNC site, Dutch Bros proposed

Planning staff introduced a concept plan from Core Development to redevelop the former PNC Bank site in Romeoville Town Center with two commercial outlots and detailed an initial tenant plan that includes a 1,200‑square‑foot Dutch Bros Coffee with a double drive‑through and a 2,200‑square‑foot food user with a drive‑through.
"Core development has submitted a concept plan for the redevelopment of the former PNC Bank site," Planning staff (Mister Potter) said, describing proposed building sizes, parking and access points. The plan maintains two existing cross‑access points with the retail building to the south and proposes one additional access from the shopping‑center connector road. Potter said the Development Review Committee and the Planning and Zoning Commission have reviewed and provided comments; additional details on landscaping, signage and lighting will follow with formal development plans.
Ben Barrett of Core Development told the board, "I'm Ben Barrett. I'm with Core Development Company...we're still working out that second user in that second building right now" and said the developer hopes to have tenant and final plans before the board later this year. Trustees praised the concept and asked about timeline; Barrett said the team "likes to move as fast as we can" but could not promise immediate groundbreaking.
Trustees and the mayor framed the proposal as a positive redevelopment step for the intersection and noted that the site exceeds parking requirements with 46 shared spaces. No formal approvals were requested at this meeting; staff said the developer will return with vinyl development plans (landscaping, signage, lighting) and final development plans in a future agenda.
