Ethics committee forms statute-review subcommittee, offers administrator position in executive session

The Select Committee on Legislative Ethics moved Aug. 15 to create a subcommittee to review and revise state ethics statutes, and later made executive-session determinations on hiring and a complaint dismissal.

Statute-review subcommittee formed. Senator David Wilson moved to establish a subcommittee charged with clarifying confidentiality waivers, retaliation concerns, campaign rules, gifts, and financial-disclosure provisions. Several members volunteered — including Rep. Sara Hannan, Joyce Anderson, Rep. DeLena Johnson, Conner Thomas, Chair Deb Fancher and Sen. Löki Tobin — and there were no objections to forming the subcommittee.

Hiring decision in executive session. Joyce Anderson had reported earlier that 25 applicants applied for the administrator position, five submitted complete materials, and the selection process included five stages, culminating in in-person interviews of two candidates. The committee met in executive session and, on returning to public session, Chair Fancher announced the committee had decided to offer the administrator position to a candidate; Joyce Anderson confirmed the action.

Complaint dismissal. Chair Fancher also stated that the committee dismissed Complaint J 24-03 at the preliminary examination stage and that dismissal would remain confidential. No further details of the executive-session discussion were released publicly.

Why it matters: The statute-review subcommittee aims to resolve long-standing ambiguities committee members raised during the meeting about confidentiality, campaign-period guidance and permissible office uses. The administrator hire will determine who implements and manages Ethics Office procedures going forward.
