Development Services Director Phil Burns presented the public draft of the Bakersfield 2045 general plan at the July 16 Planning Commission meeting, asking commissioners to review the 508‑page document and suggest community groups for outreach.
Burns said the draft incorporates land use updates, a downtown element, mobility and economic development chapters, a Kern River element and environmental justice considerations integrated across chapters. He noted the document is the product of several years of work and that staff extended the public comment period to Sept. 27. Burns said environmental review for the plan is expected to be completed in 2027 and urged commissioners to solicit input from community‑based organizations and stakeholders.
Commissioners asked questions about outreach, policy indexing, parcel‑level mapping and annexation strategy; Burns said higher‑resolution parcel maps and a policy index will be provided later in the process and that the plan will return with technical studies and the environmental impact assessment for formal adoption.
Next steps: public comment continues through Sept. 27; staff will complete technical studies and environmental review and return a more complete draft with a policy index and parcel mapping for subsequent hearings.
