Greensburg board approves waivers, policy updates, pay bumps and appointments

The Greensburg Board of School Trustees on a unanimous series of voice votes approved an EdFlex waiver, a package of NEOLA policy updates, a resolution giving the superintendent limited authority to sign official documents between monthly meetings, several personnel appointments and resignations, and modest pay increases for bus drivers and classified staff.
Why it matters: The measures give the district modest operational flexibility — including temporary signing authority for the superintendent and the ability to post capital and bus-replacement plans — and put several personnel and pay changes into effect ahead of the coming school year.
Superintendent (speaking during the meeting) said the EdFlex waiver was included in the board packet and asked that it be approved and posted on the district website, a routine compliance step the board approved by voice vote. The superintendent also reviewed a group of NEOLA policy updates — including new policy 6109 and several revised and rescinded policies as listed in the packet — and the board approved those changes.
On administrative authority, the board approved a resolution to allow the superintendent to sign certain legal documents on behalf of the Greensburg Board of School Trustees to accelerate routine business between monthly meetings. "My signature is required quite often, so it just helps us speed up the process since we only meet once a month," the Superintendent said when explaining the request.
The board also approved a resolution to allow transfers out of debt service under recent state authority (referenced in the meeting as House enrolled act 12 10 - 20 26) as a precaution in light of falling tax revenues. The superintendent said the district has used much of its prior debt-service cash balance and the transfer authority is intended for contingency use only.
Personnel and pay decisions: The board approved appointments to corporate treasurer and deputy treasurer, naming Andrea Phillips as corporation treasurer and Matt Clifford as deputy treasurer for 2026–27. The board accepted the superintendent's request to keep the teacher contract in "status quo" while negotiations continue and recorded the 2025–26 evaluation ratings: 111 teachers rated highly effective, 27 effective and 1 needing improvement; administrators: 8 highly effective, 3 effective and 1 needing improvement.
The board approved a modest pay increase for bus drivers of $3 per day (roughly $500–$540 annually at 180 days), a $10 increase for specialized pre-K morning routes (four routes), and a 2% increase for classified and food-service employees as listed in the packet. "We've also increased $10 for special ed, pre-k morning routes," the Superintendent said when describing the pay changes.
Other actions: The board approved posting the 2027 Capital Projects Fund (CPF) and bus-replacement plans to the corporation website to start the budget process, authorized disposal of an obsolete 2013 ISD bus at the Maddox auction on July 23, accepted multiple donations (including a $15,000 gift from the Decatur County Community Foundation for a high-school health-care simulation lab and a $10,000 gift from S and G Seas LLC for a scholarship fund), and approved a slate of resignations and appointments for summer school staff, coaches and mentors. The superintendent noted Heather — identified in the room as president of the GTA teachers association — was present for the start of negotiations scheduled the following day at 9 a.m.
