The San Joaquin County Planning Commission voted 2–1 to forward to the Board of Supervisors a staff-recommended general plan map amendment (PA2400220) and an administrative use permit (PA2400217) for a pick-up-only commercial kitchen to be sited on four parcels in French Camp.
Staff presentation: Associate planner Jessica Bridal (introduced by staff) told the commission the request would change four parcels totaling 0.81 acres from General Industrial to Community Commercial to align zoning and general plan designations and allow a 4,128-square-foot commercial kitchen that will sell prepared food via a drive-up pickup window only (no indoor dining).
Applicant’s case: Mohammed Al Shafi (transcribed also later as Al Shafani), representing applicant Zakaria Alawadi, said the business is not intended for truckers and described a design intended to keep cars moving. He cited a traffic consultant’s findings that the project would produce roughly 14 trips during a weekday evening peak and about 26 trips on Saturday, with a maximum queued cars estimate of four to five. He said the pickup window was pushed 40–50 feet inside the property to create a 125-foot-long driveway holding about five or six cars, and the site includes 12 parking stalls, a trash enclosure, a commercial septic tank and an on-site well.
Commission questions and outreach: Commissioners asked whether the applicant had reached out to nearby neighbors; the applicant said he had not met with neighbors before the hearing but said he was willing to do so. Commissioners also pressed whether the design would attract trucks; the applicant said the geometry and stall sizes are for small cars and that trucks would not fit the pickup lane.
Vote and next steps: Commissioner motioned to forward staff’s recommended mitigated negative declaration, findings for the general plan amendment (PA2400220) and the administrative use permit (PA2400217) to the Board of Supervisors with recommended conditions (attachment G). The motion passed 2–1. The chair announced an appeal deadline of July 27 at 5 p.m. for those wishing to appeal the commission’s recommendation.
The commission’s action was a recommendation to the Board of Supervisors; final approval will rest with the Board.
