Town staff: water-line upgrade PER under review; cleaning delayed after major leak

Town staff updated the council on two items affecting water operations: a planned water-line upgrade and a postponed plant cleaning.
A staff member said the Preliminary Engineering Report (PER) for the feeder-line project is in progress and that the town has been coordinating with the Virginia Department of Health and DEQ. The plan calls for replacing existing feed piping (moving feeder lines to 6-inch from smaller lines) and redoing customer service lines from the meter to homes in the affected area; staff estimated about six residences will require service-line work. "The PER is in the process of being done. It should take a couple weeks to complete this, and then Virginia Department of Health will give us the okay to go ahead," the staff member said.
Separately, a planned CIP cleaning at the water plant was postponed after a major leak dropped tank levels. The cleaning requires a 6–8 hour shutdown; staff recommended waiting about a week to allow levels to recover before taking the plant offline for that work.
Councilors asked about timing and impacts on customers; staff said the upgrade should be bid after state review and the cleaning will be rescheduled when supply is sufficient. No formal vote was taken on either item at the meeting.
