Joyce Anderson named full committee chair as Alaska ethics panel elects subcommittee leaders

Joyce Anderson was elected chair of the Alaska State Legislature Select Committee on Legislative Ethics on Jan. 31, 2025, after subcommittee votes that also selected Skip Cook as senate subcommittee vice chair, Conner Thomas as house subcommittee chair and Deb Fancher as house subcommittee vice chair. Chair Conner Thomas read the statutory selection rule, AS 24.60.130(d), before nominations and unanimous elections.
The committee followed the statute that governs subcommittee officers: "The members of each subcommittee shall elect a chair and a vice-chair, who serve a term of two years... The chair selected by the senate subcommittee shall chair the full committee beginning the first day of the regular session in even-numbered years and the chair selected by the house subcommittee shall [chair in odd-numbered years]," the chair read aloud during the meeting.
Joyce Anderson then assumed the role of full committee chair pursuant to that statute. Anderson reported the committee currently has four public members following the loss of Jerry McBeath and said there is no alternate public member on the committee. She noted that a quorum for the full committee requires three public members and two legislative members; the committee had a quorum to conduct business at the Jan. 31 meeting.
Chair Conner Thomas called the meeting to order at 8:33 a.m. and directed Administrator Kevin Reeve to conduct roll call. The roll call named Senators Robert Yundt and Matt Claman (alternate for Senator Gary Stevens), Representatives Kevin McCabe and Alyse Galvin, and public members Skip Cook, Joyce Anderson and Conner Thomas.
There was no public comment during the open public‑comment period; Chair Conner Thomas introduced Dan Wayne as Legislative Legal Attorney for the committee. Chief Justice Susan Carney was reported to have appointed three public members (two members and one alternate) whose nominations were pending ratification in the House and Senate during the week of Feb. 3, 2025.
The committee approved routine agenda and minutes items at the start of the meeting and then proceeded to staff reports and other business. The committee adjourned at 10:10 a.m.
