Several additional actions at the July 13 Canal Winchester Planning & Zoning meeting included approvals and denials across residential and development applications.
Pool variance (VA26014): Staff recommended and the commission approved a variance to place a 16-by-35-foot inground pool partly in a side yard at 6817 Murdoch Court in Ashbrook Village, citing unique lot grades and contractor concerns. The approval required the applicant to provide HOA approval during permit submittal; the homeowner described drainage mitigation, French drains and screening plantings.
Rear-setback screened porch (VA26015): Staff recommended denial of a screened-porch addition at 7188 Charleston Court because the proposed addition would encroach on the Villages of Westchester standard 30-foot rear setback and staff found no unique circumstances that would justify relief. The commission voted not to approve the variance.
Rezoning and preliminary development plan (ZM25002 / PDP25003 — Estates at Miller Farms): The commission heard an extensive staff presentation and a developer presentation for a proposed rezoning and preliminary development plan for approximately 112 acres to create 271 single-family lots. Staff summarized density, open-space commitments (about 38.8 acres, ~34.5% of the site), requested deviations (setbacks, lot coverage), and off-site infrastructure requirements. Staff recommended forwarding both the zoning map amendment and the preliminary development plan to City Council with conditions including: (1) additional ROW dedication along Hayes Road, (2) completion of traffic improvements per an approved traffic-impact study, (3) a public-access easement for open space along Wild Ditch, (4) a widened neighborhood collector (70 ft ROW, 36 ft pavement) to serve as a north–south collector street, and (5) an extended water-line loop to create system redundancy. The commission voted to recommend both applications to City Council with those conditions; staff noted more detailed civil-engineering review and stormwater design will follow at later stages.
Other procedural items: the commission approved minutes from June, excused three members, and accepted a resignation sent to staff (to be forwarded to council for appointment). The meeting adjourned at 9:51 p.m.
