Cemetery commission approves chair-level approval for routine reimbursements

The Clay Street Cemetery Commission voted to let the chair approve routine reimbursement requests between meetings, a change members said will reduce delays for small supplies and volunteer-related expenses.

The policy — described at the meeting as "submit receipts to the chair for approval rather than waiting for the next meeting" — was proposed after members raised concerns that reimbursements could take weeks to appear in the system. Jessie (Committee member) said the change would help avoid situations where volunteers or commissioners "have to sit and wait around potentially a month and a half" for reimbursement. Janet Richardson seconded the motion; the chair called for the voice vote and declared the motion approved.

Commissioners discussed checks and balances for the new process. Members declined to set a strict dollar cap; instead, the chair will forward any purchase that seems excessive to the clerk or the full commission for review. Members also agreed reimbursements should appear with brief descriptions in the regular financial update so the commission can monitor spending.

Clerk Colt told the commission he will process approved reimbursements promptly and include more detail in the financial report so members can see what items were purchased. The motion passed by voice vote with no recorded opposition.

The commission did not adopt a numeric spending threshold at the meeting; members said that if a payment appears inappropriate later it can be addressed at a subsequent meeting and corrected in the financial records.

The commission's next meeting is scheduled for August 5.
